{"id":5242,"date":"2021-12-08T20:17:57","date_gmt":"2021-12-08T20:17:57","guid":{"rendered":"https:\/\/www.theenergy.coop\/blog\/pa-climate-action-plan-provides-framework-for-reducing-ghg-emissions-copy\/"},"modified":"2023-08-18T10:41:23","modified_gmt":"2023-08-18T10:41:23","slug":"philadelphia-energy-authority-grows-the-citys-clean-energy-economy","status":"publish","type":"post","link":"https:\/\/www.theenergy.coop\/test\/blog\/philadelphia-energy-authority-grows-the-citys-clean-energy-economy\/","title":{"rendered":"Philadelphia Energy Authority Grows the City&#8217;s Clean Energy Economy"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">By Alexandra Kroger 12\/7\/2021<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last month the<\/span><a href=\"https:\/\/philaenergy.org\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Philadelphia Energy Authority<\/span><\/a><span style=\"font-weight: 400;\"> (PEA) released its<\/span><a href=\"https:\/\/philaenergy.org\/wp-content\/uploads\/2021\/10\/PEA-Annual-Report-2019-2020.pdf\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Annual Report for 2019-2020<\/span><\/a><span style=\"font-weight: 400;\">. PEA, a friend of The Energy Co-op, was formed in 2010 with a mission to facilitate \u201cthe growth of a robust, equitable, diverse clean energy economy in Philadelphia through the development of long-term energy projects, policy, education and market-building activities.\u201d Over the course of the 2-year period detailed in the report, $81 million was directed towards clean energy development, and 1,700 new jobs were created and supported.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The report is particularly noteworthy because it comes near the midpoint of the<\/span><a href=\"https:\/\/philaenergy.org\/programs-initiatives\/the-philadelphia-energy-campaign\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Philadelphia Energy Campaign<\/span><\/a><span style=\"font-weight: 400;\">, a 10-year initiative to address some of the city\u2019s most critical and pressing challenges through the growth of a clean energy economy. The Philadelphia Energy Campaign is defined by four goals:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Cutting energy bills<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Creating jobs<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Reducing air and water pollution<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Strengthening communities<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">To progress these goals between 2019 and 2020, PEA employed a varied set of strategies, from direct investment in renewable energy and energy efficiency projects, to partnerships with public schools and workforce development agencies, and by contracting to ensure affordability of critical home services and long-term homeownership. PEA\u2019s signature programs, including<\/span><a href=\"https:\/\/solarizephilly.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"> Solarize Philly<\/span><\/a><span style=\"font-weight: 400;\"> and<\/span><a href=\"https:\/\/philadelphiacpace.org\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">C-PACE<\/span><\/a><span style=\"font-weight: 400;\">, attain success through a comprehensive approach of providing financial incentives as well as resources and education for owners of homes and businesses who are seeking to reduce their carbon footprint, save on energy costs, and increase the value of their buildings. Between 2019 and 2020, PEA facilitated the investment of $8 million in clean energy projects through the C-PACE program and enabled the signing of nearly 350 contracts for new residential solar arrays through Solarize Philly. The next major undertaking of PEA in this arena will be the launch of the<\/span><a href=\"https:\/\/phillygreencapital.org\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Philadelphia Green Capital Corp,<\/span><\/a><span style=\"font-weight: 400;\"> a financial venture whose sole objective will be unlocking capital for clean energy projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of PEA\u2019s critical focuses with the most far-reaching benefits is in youth education and career development programming. PEA\u2019s signature program in this area is<\/span><a href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2019\/06\/f64\/Workforce%20Kickoff_%20Phildadelphia%20Energy%20Authority.pdf\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Bright Solar Futures<\/span><\/a><span style=\"font-weight: 400;\">, a vocational program directed towards serving people of color and those who are un- or underemployed that was launched in 2019 to prepare young Philadelphians for a wide array of careers in the solar industry. The Bright Solar Futures program leverages the power of community through its impressive network of partners. Through the Solar Fellowship program for Opportunity Youth, PEA partners with<\/span><a href=\"https:\/\/powercorpsphl.org\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">PowerCorpsPHL<\/span><\/a><span style=\"font-weight: 400;\"> to provide eligible youth with solar installation and design training from partners<\/span><a href=\"https:\/\/www.solar-states.com\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Solar States<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/www.ecasavesenergy.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Energy Coordinating Agency<\/span><\/a><span style=\"font-weight: 400;\"> (and Solar Fellows receive a stipend during their participation in the program).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The report details how PEA is taking innovative approaches to bring clean energy to all Philadelphians:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Launched in 2020, PEA\u2019s<\/span><a href=\"https:\/\/www.solar-states.com\/solar-savings-grant\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Solar Savings Grant Program<\/span><\/a><span style=\"font-weight: 400;\"> was the first program to offer rooftop solar installations to low- and moderate-income homeowners at no upfront cost<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Also in 2020, Pennsylvania\u2019s first three C-PACE projects were closed as a result of the program administration by PEA<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">PEA is building on the early success of the Bright Solar Futures Program by supporting the launch of Pennsylvania\u2019s first<\/span><a href=\"https:\/\/www.solarpowerworldonline.com\/2021\/10\/philadelphia-school-district-starts-solar-training-program\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Solar Energy Career and Technical Education (CTE) Program at Frankford High School<\/span><\/a><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Clean energy isn\u2019t truly sustainable if it is not affordable for everyone, and that\u2019s the final way that this report shows how PEA distinguishes itself as an organization that seeks to improve the lives of all Philadelphians. In 2019 and 2020, PEA began working on<\/span><a href=\"https:\/\/philaenergy.org\/wp-content\/uploads\/2020\/08\/8-2020-PEA-Built-to-Last-Overview.pdf\"> <span style=\"font-weight: 400;\">Built to Last<\/span><\/a><span style=\"font-weight: 400;\">, a program whose goal is to ensure long-term housing affordability through building energy performance improvements. After engaging in two years of stakeholder outreach, partner coordination, and program design, PEA is ready to launch pilot phases of the program, facilitated by grant funding. Single-family, low-income homeowners will receive assistance with applying for coordinated home repair programs. Potential improvements may include conversion from inefficient heating systems to electric heat pumps for heating and cooling, and assessment to determine if the home would be a good candidate for a rooftop solar array.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The resounding theme throughout the PEA report is how the clean energy development goals being pursued in all of PEA\u2019s work are undertaken with a specific commitment to equity and social justice. What makes PEA\u2019s fulfillment of the Philadelphia Energy Campaign so notable is the holistic sensibility of the endeavor \u2013 through funding, coordination, education and outreach efforts, PEA reduces significant market barriers to clean energy, particularly for groups who may have the least resource and access. At the same time, PEA\u2019s focus on career training and education prepares a new generation to enter the clean energy workforce to meet the new market demand. Like The Energy Co-op, PEA understands that education and community power are key to attaining a sustainable clean energy future.
