In recent years, Pennsylvania has <\/span><a href=\"https:\/\/stateimpact.npr.org\/pennsylvania\/2023\/03\/06\/pennsylvania-renewable-energy-rank\/\"><span data-contrast=\"none\">fallen behind its neighbors<\/span><\/a><span data-contrast=\"auto\"> in renewable energy generation, but new faces in Harrisburg could bring a novel approach to updating energy policy. As the 2023-2024 legislative session continues, these are the three topics that we at The Energy Co-op will be tracking to understand and evaluate their potential impact on our members and the renewable energy sector more broadly.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><i><span data-contrast=\"auto\">Alternative Energy Portfolio Standards<\/span><\/i><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To begin, let\u2019s discuss the possibility of updating Pennsylvania\u2019s Alternative Energy Portfolio Standards (AEPS). The majority of states in the United States have renewable or alternative energy portfolio standards which mandate the minimum level of energy <\/span><span data-contrast=\"none\">that must be derived from renewable or alternative sources in that state. Pennsylvania\u2019s neighbors <\/span><a href=\"https:\/\/www.penncapital-star.com\/commentary\/pa-must-modernize-its-approach-to-clean-energy-or-risk-falling-further-behind-opinion\/\"><span data-contrast=\"none\">Maryland, New Jersey, and New York have already made strides in their goals<\/span><\/a><span data-contrast=\"none\"> of reaching at least 50% energy generated from alternative sources by 2030. Pennsylvania on the other hand, currently <\/span><a href=\"https:\/\/www.puc.pa.gov\/filing-resources\/issues-laws-regulations\/aeps-act\/\"><span data-contrast=\"none\">has a significantly lower standard<\/span><\/a><span data-contrast=\"none\">, with an 8% mandate for Tier I sources like solar, wind, and geothermal and 10% for less renewable Tier II alternative sources like waste coal, large scale hydro, and wood pulping.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\"> <img decoding=\"async\" loading=\"lazy\" class=\" wp-image-6170 aligncenter\" src=\"https:\/\/www.theenergy.coop\/wp-content\/uploads\/2023\/03\/MicrosoftTeams-image-1500x708.png\" alt=\"\" width=\"601\" height=\"284\" \/><br \/>\n<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\"><a href=\"https:\/\/emp.lbl.gov\/projects\/renewables-portfolio\">(Electricity Markets and Policy Lab)<\/a>\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In the 2021-2022 legislative session, the bipartisan <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/billInfo\/billInfo.cfm?sYear=2021&amp;sInd=0&amp;body=S&amp;type=B&amp;bn=300\"><span data-contrast=\"none\">Senate Bill 300<\/span><\/a><span data-contrast=\"none\"> was introduced, calling for Pennsylvania\u2019s Alternative Energy Portfolio Standards to be updated. <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=S&amp;SPick=20230&amp;cosponId=40010\"><span data-contrast=\"none\">It has since been reintroduced<\/span><\/a><span data-contrast=\"none\"> in the 2023-2024 legislative session. If passed, the bill would increase Pennsylvania\u2019s AEPS Tier I requirement from 8% to 30% by 2030, with nearly half of the 30% figure being allocated for solar. Importantly, the bill also calls on the Pennsylvania Utility Commission to study and potentially implement a program of renewable energy storage, a crucial part of Pennsylvania\u2019s clean energy future <\/span><a href=\"https:\/\/www.theenergy.coop\/blog\/surveying-us-energy-storage-landscape\/\"><span data-contrast=\"none\">as previously discussed in our blog<\/span><\/a><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Other AEPS legislation has been introduced this session like the ambitious <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=S&amp;SPick=20230&amp;cosponId=40080\"><span data-contrast=\"none\">Senate Bill 979<\/span><\/a><span data-contrast=\"none\">, which would make Pennsylvania carbon neutral by 2050 through a 100% AEPS mandate, and have Pennsylvania invest heavily in carbon capture technology. New Governor Josh Shapiro shares many of the goals of these bills, and <\/span><a href=\"https:\/\/joshshapiro.org\/news\/josh-shapiro-releases-plan-to-boost-pennsylvanias-economy-by-cutting-red-tape-and-spurring-innovation\/\"><span data-contrast=\"none\">has pledged to sign legislation<\/span><\/a><span data-contrast=\"none\"> to generate 30% of Pennsylvania\u2019s energy from renewable sources by 2030 and set a goal for the state to reach net-zero emissions by 2050.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">An increase to Pennsylvania\u2019s Tier I AEPS requirements could cause a rapid proliferation of new solar and wind generation facilities in PA. This could lead to an increased ability for these sources to <\/span><a href=\"https:\/\/www.theenergy.coop\/blog\/how-natural-gas-prices-impact-renewable-electricity\/\"><span data-contrast=\"none\">compete with natural gas prices<\/span><\/a><span data-contrast=\"none\">, and potential price decreases for renewable electricity, in particular, locally-generated wind and solar. Alternative Energy Portfolio Standards are one of the most important factors in creating green jobs and building new renewable energy infrastructure in the commonwealth. Updating them is first on the priorities list for many lawmakers working to build PA\u2019s clean energy future.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><i><span data-contrast=\"none\">The Regional Greenhouse Gas Initiative<\/span><\/i><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The Regional Greenhouse Gas Initiative (RGGI) is a cap-and-trade initiative joined by 11 New England and Mid-Atlantic states that seeks to <\/span><a href=\"https:\/\/www.rggi.org\/\"><span data-contrast=\"none\">set a regional cap on CO<\/span><span data-contrast=\"none\">2<\/span><span data-contrast=\"none\"> emissions from electric power plants.<\/span><\/a><span data-contrast=\"none\"> Pennsylvania joined RGGI in April of 2022, and <\/span><a href=\"https:\/\/www.dep.pa.gov\/Citizens\/climate\/Pages\/RGGI.aspx#:~:text=%E2%80%8BOn%20April%2023%2C%202022,in%20a%202019%20Executive%20Order.\"><span data-contrast=\"none\">Pennsylvania\u2019s participation in RGGI<\/span><\/a><span data-contrast=\"none\"> is a crucial milestone in sustainability policy that could have wide reaching impacts for the state\u2019s emissions and clean energy investment. Should it reach the final stage of implementation, the Pennsylvania Department of Environmental Protection believes that RGGI will <\/span><a href=\"https:\/\/www.dep.pa.gov\/citizens\/climate\/Pages\/GHG-Inventory.aspx\"><span data-contrast=\"none\">bolster new renewable electricity generation in the commonwealth.<\/span><\/a> <span data-contrast=\"none\">Most importantly, RGGI is projected to significantly decrease Pennsylvania\u2019s carbon emissions, as demonstrated below.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:2,&quot;335551620&quot;:2,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\"> <img decoding=\"async\" loading=\"lazy\" class=\"wp-image-6159 aligncenter\" src=\"https:\/\/www.theenergy.coop\/wp-content\/uploads\/2023\/03\/blog2.png\" alt=\"\" width=\"599\" height=\"599\" \/><\/span><\/p>\n<p><a href=\"https:\/\/www.dep.pa.gov\/Citizens\/climate\/Pages\/RGGI.aspx\"><span data-contrast=\"none\">(Dep.pa.gov)<\/span><\/a><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559685&quot;:1440,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">RGGI participation would also allow PA to participate in carbon allowance auctions multiple times a year. For reference, September 2022\u2019s auction alone generated <\/span><a href=\"https:\/\/www.rggi.org\/auctions\/auction-results\"><span data-contrast=\"none\">New Jersey $38.6 million, Maryland $37.9 million, and New York $73.9 million<\/span><\/a><span data-contrast=\"none\"> for these states to put towards their clean energy goals.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Official RGGI membership is pending, as <\/span><a href=\"https:\/\/www.penncapital-star.com\/energy-environment\/pa-missing-out-on-millions-as-rggi-battle-drudges-on\/\"><span data-contrast=\"none\">numerous legal and legislative challenges<\/span><\/a><span data-contrast=\"none\"> threaten to scupper the initiative. It remains to be seen whether RGGI will clear the judicial hurdles necessary for full implementation, and the cap-and-trade program awaits an appeal to the state Supreme Court which has yet to issue a ruling.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><i><span data-contrast=\"auto\">Solar Electricity Generation<\/span><\/i><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">According to a <\/span><a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/08\/Pennsylvania.pdf\"><span data-contrast=\"none\">White House report<\/span><\/a><span data-contrast=\"auto\">, The 2022 Inflation Reduction Act (IRA) will substantially increase solar generation in Pennsylvania. The report\u2019s findings suggest that the IRA will spur a large increase in residential solar panels in Pennsylvania, with tax credits covering 30% of the cost to install solar panels and battery storage systems. The White House estimates that 610,000 additional Pennsylvania households will install rooftop panels because of the IRA. While the IRA promises a tremendous boost to Pennsylvania solar, state-level legislation is far less robust. Pennsylvania\u2019s Alternative Energy Portfolio Standard for solar generation sits at just 0.5%, <\/span><a href=\"https:\/\/pennaeps.com\/about\/\"><span data-contrast=\"none\">a goal that has already been reached<\/span><\/a><span data-contrast=\"auto\"> and risks stagnation without an update.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">While many Pennsylvanians have taken advantage of the IRA and other solar tax credits to install rooftop solar, many barriers to entry exist. Installation requires homeownership, ideal environmental conditions for optimal sunshine, and a costly upfront investment. These criteria leave many out of Pennsylvania\u2019s clean energy evolution.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To this end, community solar has proven to be a vital alternative in other states. Community solar supports those who cannot install solar panels of their own. It does this by enabling homes and businesses to subscribe to solar-generated electricity from larger-scale solar arrays.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In Pennsylvania, community solar <\/span><a href=\"https:\/\/www.pa4communitysolar.com\/\"><span data-contrast=\"none\">lacks enabling legislation<\/span><\/a><span data-contrast=\"auto\">, and remains illegal. Over the past few years, there have been numerous unsuccessful legislative attempts to update Pennsylvania\u2019s community solar laws. However, in recent years, bipartisan attempts have achieved some success, with <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/billInfo\/BillInfo.cfm?syear=2021&amp;sind=0&amp;body=H&amp;type=B&amp;bn=1161\"><span data-contrast=\"none\">House Bill 1161<\/span><\/a><span data-contrast=\"auto\"> passing the Pennsylvania House of Representatives by a margin of 167-33 in June of 2022. The bill ultimately languished in the Pennsylvania Senate later that year, though it has been reintroduced in 2023 as <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/billinfo\/billinfo.cfm?syear=2023&amp;sind=0&amp;body=H&amp;type=B&amp;bn=330\"><span data-contrast=\"none\">House Bill 330<\/span><\/a><span data-contrast=\"auto\"> \u201cThe PA Local Solar Program\u201d, with a bipartisan group of lawmakers led by representative Perry Stambaugh advocating for the bill.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">If passed, \u201cThe PA Local Solar Program\u201d would <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=H&amp;SPick=20230&amp;cosponId=38906\"><span data-contrast=\"none\">legalize community solar<\/span><\/a><span data-contrast=\"auto\">, and <\/span><a href=\"https:\/\/theenergycoop-my.sharepoint.com\/personal\/eric_theenergy_coop\/Documents\/03.01.23%20adds.csv\"><span data-contrast=\"none\">create new jobs in solar installation and management, provide solar subscribers with a long term, fixed, solar electricity rate, and incentivize low income household participation in community solar<\/span><\/a><span data-contrast=\"auto\">. There is currently bipartisan support for each of the three important renewable energy and climate reforms covered above and substantial room for growth in Pennsylvania\u2019s renewable energy sector.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Governor Shapiro campaigned on an <\/span><a href=\"https:\/\/capitalandmain.com\/where-pennsylvania-candidates-fetterman-and-oz-shapiro-and-mastriano-stand-on-climate-issues\"><span data-contrast=\"none\">ambitious set of climate goals<\/span><\/a><span data-contrast=\"auto\">, and <\/span><a href=\"https:\/\/stateimpact.npr.org\/pennsylvania\/2023\/03\/07\/josh-shapiros-budget-proposal-includes-regional-greenhouse-gas-initiative\/\"><span data-contrast=\"none\">proposed a budget that placed these goals front and center<\/span><\/a><span data-contrast=\"auto\">. Exciting renewable energy legislation continues to be introduced in Harrisburg, addressing things like <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=H&amp;SPick=20230&amp;cosponId=38022\"><span data-contrast=\"none\">prevailing wages for green energy projects<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=H&amp;SPick=20230&amp;cosponId=38207\"><span data-contrast=\"none\">tax exemptions for solar energy devices<\/span><\/a><span data-contrast=\"none\">,<\/span><span data-contrast=\"auto\"> and even <\/span><a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=H&amp;SPick=20230&amp;cosponId=39605\"><span data-contrast=\"none\">offshore wind farm development on Lake Erie<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Perhaps most importantly of all, Pennsylvanians have choices.
